There is also something called a CLUE report(it's available online) which can give you the history of any insurance claim that has been filed for the property.

FIRST ANSWER

You should ask to see the seller disclosure. The seller provides information as to the flood zone and whether or not the home has ever flooded to their knowledge. If the home has been listed in the past, (depends on how long ago) your realtor could look at previous seller disclosures on the MLS to provide you that information.

You could also ask about the utilities, homeowners and flood insurance premiums and how much property taxes have been.
