What is the best way to scope out or learn about a neighborhood?

One neighborhood: on foot

Multiple neighborhoods: by bike

And always stop people coming out of their homes (people walking dogs tend to be the most open), and ask their opinions. They know the 'hood better than anyone and have no incentive to lie (unless they live in "west" bucktown and think you'll help their property values rise).

Take your time. Investigate the areas you are interested in by visiting at all hours of the day and night. Talk to people you meet at the local stores & restaurants to help evaluate the areas. There are reasons areas become popular. Do your research and be sure you are working with a professional that can help you evaluate your choices.

Drive around and spend some time there. Go to shops and restaurants, walk the side streets. But seriously, Becca, stop asking so many general questions about different parts of Chicago. You're all over the map, literally....

You should take a walk through the neighborhood and get a sense of the community. Stop at a local coffee shop, walk through a park and have a meal at a local restaurant. You can google the area nd learn more.

Go at all different times of the day and night. Go on the weekend, etc. Thats the best way.
