Susan is right! Anywhere you can see the mountains from will provide a great view of the moon rising.

I guess the question at this point is whether you want city lights in the foreground or not. If you have a telescope and do "star gazing", you might want to be on the outskirts of town.

If you find yourself on the east mesa with opportunity for views, you would have city lights to the west, and the moon & mountains to the east.

Really, anywhere you can see the mountains that unobstructed my trees, foliage and such. The closer you go east, toward the mountains, I think, the better. Lots of new subdivisions east of town now.
