I'm unable to answer your questions. I would suggest you contact the Portland School Department and they'll be able to answer questions regarding national test scoring for all the area Elementary, Middle and High Schools.
As far as areas are concerned, it would depend on the amenities that you would want to be located near, such as City Parks, the Ocean or Public Transportation.

Portland overall is a very safe city so it has relatively few "bad" neighborhoods. As far as schools, Portland has what most describe as a good public school system but it also has numerous private schools that offer excellent educations. These include Waynflete, Cheverus, MacAuley and more.
