What is an elevation certificate and where do I obtain a copy?

I received a letter from my lender stating that I needed to show proof of an elevation certificate. Who would I request this from? The seller's attorney?

Marie Sanderson the attached link in a PDF book regarding a "Elevation Certificate". I didn’t read the whole booklet but the certificate has to do with the height of all the different levels of your home. Here is a quote from such;
"One such requirement is for the community to obtain the elevation of the lowest floor (including basement) of all new and substantially improved buildings, and maintain a record of such information. The Elevation Certificate provides a way for a community to document compliance with the community’s floodplain management ordinance.

The booklet says you should be able to obtain this information from your surveyor , so I would look at your survey and then call the surveyor to obtain this certificate.

You would obtain an elevation certificate from the developer, condo assoc, or the municipality zoning or planning office if one has been prepared for the building or the municipality. If not that a licensed surveyor would be needed to prepare one. The FEMA website is an excellent source for Flood Elevation Information and standards.

Check first with the homeowner (seller.) If they do not have one, your attorney should order one for you, which you will have to pay for.

You can find a copy of the elevation certificate by contacting the insurance agent who handled the flood insurance. You also can contact the seller, if the seller;s property was within 1,000 feet of a water body (bay, lagoon, lake, etc.). Hope this helps.

I called the surveyor whose name and phone number was on the first page (as I am missing the complete report).
He is going to email me the full report! Very easy, thankfully!

An elevation certificate documents the acutal elevation of the building ot just the elevation of the lot. The land on your lot can be in the flood zone but if the structure is high enough, you may not need flood insurance. An elevation certificate will be needed to demonstrate this. If this is a condo, the elevation certificate is created when building goes condo. A surveyor can provide one.

Please call a local land surveyor to obtain a new certificate. Over the last couple of years FEMA has been modifying their maps and forms and the last elevation certificate may not be valid any longer. In some areas the base flood elevations have been lowered, raised or have been moved to add or remove some of the houses from flood zones. Additionally, the elevation datum that the maps reference have changed so an elevation that is listed on a form may not be the correct number any longer.

As for price, the cost is related to the distance a surveyor will have to transfer a known elevation to your property, in some areas there are no published benchmarks for miles, in other areas there may be a benchmark very close.

As a Rhode Island land surveyor I can typically do them for between $650 and $1200 for a single family residence. Also, when we review the information from your site there is the possibility of removing you from a flood zone, either just your building or the entire property, through the process of a LOMA (letter of map amendment), LOMR (letter of map revision) or LOMF (letter of map amendment due to fill). We may even be able to do it electronically and have an answer for you within a day or so.

I should have mentioned that Hoboken is in a flood zone, so if you are moving into a condo, there is a good chance that one has already been filed with the municipality when the building was built. Hoboken has strict building and zoning codes so surveys are done before they building is ever built. Obviously the older the building, the harder it will be to obtain something. But before you spend any money on a surveyor, check with the City Planning Office (201) 420-2068 or your building owner. Hiring a licensed professional can become expensive, so I suggest you see if there is one filed for the building before duplicating work that was already done

The Flood Elevation Certificate is an important tool of the National Flood Insurance Program (NFIP). It is used to certify building elevations if the building is located in a Special Flood Hazard Area in order to:
* Determine the proper flood insurance premium rate for the building.
* Support a request of a Letter of Map Amendment (LOMA) or Letter of Map Revision based on fill (LOMR-F).
The elevation information must be submitted on the Elevation Certificate (FEMA Form 81-31) in effect at the time that the Elevation Certificate was completed and signed. Elevation Certificates can only be completed by a licensed land surveyor, engineer, or architect who is licensed by the State to perform such functions.

The elevation Certifcate is to show if you need flood insurance you can receive one by calling a Survey company your agent or title company should know someone to call. This is needed to determine the flood level of the home you are buying it will determine if you must purchase flood insurance along with homeowners coverage.
