HOA fees are basically assessments that pay for the operations of a community. They can include a variety of services including: insurance, maintenance, recreational facilities, streets, etc.

These fees are essentially recommended, voted on, and approved by the community home owners.

That is a fee paid to the Home Owner's Association in that area. It's a mandatory fee that typically pays for road maintenance, snow removal, and depending on the subdivision, garbage pick-up and possibly lawn maintenance. In a HOA area, there are rules and regulations that the home owners must abide by, called Covenants and Restrictions. You'd want to ask for these and read them over before making an offer on a property, so that you know what is and isn't allowed in that particular subdivision.
