What is a fair offer on a newly constructed home as opposed to the listing price-for example is offering 10%?

Timberlake has a good number of homes listed right now. Timberlake Plantation does also. Timberlake Estates has only 2-3. The homes in Timberlake Estates are closing at about 7-8% of listing price. Ask your agent to run some comparatives for you and base your offer on those figures. Make an offer; the builder will probably be happy to negotiate.

In the current market you are completely within reason offering 10% below list price. Your position is always more credible when you can back it up with comps and other information that will support your offer.
