Without knowing the specifics of this house or this neighborhood, your question is impossible to answer! The value of a home is determined by many factors -- location and condition are just two. Certainly what comparable homes have sold in the area will also affect the value.
There are other factors -- such as why the owner is selling, if the home is a short sale or a foreclosure, when you can close, and what your financing package is which can also be factors is getting the best deal on a home.
A thorough, experienced agent will help you put together an offer package that takes all of these variables into consideration, and helps you present the strongest offer. Sometimes it is NOT the highest offer price that gets the deal.

There are so many other things to take into consideration before knowing the "true" value of a home. It doesn't matter what the asking price is.......could be higher or below market.
