A certificate of occupancy is a document issued by the local building's department that certifies that building codes, and other laws are in compliance, and that the property is suitable for occupancy.

It would help, if we knew the context of the "C/O"

It is a Certificate of Occupancy. This is required to make a property habitable. It has to have the basics like running water, electric..... It also needs to be safe & not a fire hazard.
