What exactly the mixed property should be showed for listing agent, county, title company?

Property located at mixed use zoning. The A-ex owner got permit for commercial units but not completed project.
The B ex owner got permit to improved for living and doing business.
The Listing agent advertised as Commercial -mixed use property-Owner living and doing business .
C Owner got Title company showed as-mixed use ,City planned zoning as-mixed use . But County tax-record showed -commercial industry.
Q1. What exactly this property shall to be -Mixed use , Commercial , Residential( some web Advertisement showed as -single family)? Or all correct- Title showed -mixed use. City, County-showed commercial use for mixed property?
Q2. Is C owner able to live and work at this property?
Q3. Can this property apply other (Water , GAS, Power…)services as - residential use-?
Q4. Will the property tax be able to be taxed as-residential tax? What kind of tax shall be showed?
Q5. How to calculate -Property tax for Mixed use property -Will be able to be separated to calculate ?
