What does "Pending Bring Back Up" mean?

It means there is an accepted offer on the house that is in escrow and for whatever reason (concerns about the Buyers ability to get financing, perhaps?) they have elected to accept back-up offers in the event the first one falls out of escrow.

This means there is a buyer in escrow on the property but that the seller is still opting to show the home and get supplemental offers in case the first offer currently in escrow falls through.

The backup can't be accepted until the other offer has backed out or the parties cannot come to an agreement and escrow is cancelled.

"pending bring back up" means that the property is currently under contract but that you are welcome to make a "back up offer"
So the property has a contract on it already but if something goes wrong and it does not close then your back up offer would be next in line as a contract.

That means that an offer has been accepted on the property but the seller would like a back up offer in case the one that they accepted does not go through. There are many reasons that a seller would do this especially in the current market. One of the most common is that in this market banks are very strict on their lending now and it is not uncommon for a loan to fall apart at the last minute. Sometimes a buyer could change their mind or other circumstances could cause them to pull out of an offer such as a job loss.
