Managing Agents for Co-Ops are notoriously slow in providing documents in processing applications. There's not much you can do. One of the strategies I use over the years has been to get the Seller of the apartment involved, if possible. After all, the Seller has a vested interest in the transaction moving along as much as you, the Purchaser, do.
Try that tactic: through your Attorney or the real estate agent.
For what it's worth, if I had been delivering your documents I NEVER would have left the packet on a lobby chair. Holy cow! Client documents are precious and if I am entrusted with them to deliver, I'm going to be darned sure I'm handing them to a responsible individual at the managing agent's office. I frankly am astonished that your agent did that; very poor judgment on the agent's part.
