What are the city/county rules for renting out part of your single family home in Highland park?

I may buy there in the next year, but our jobs are always in danger, so we may explore this option. I want to do this above board, so no one can complain and turn me into he city.

FIRST ANSWER

If you buy within the city of Highland Park, the City controls. If you buy in unincorporarted area, the County controls. Your best approach would be to check with the building department. rather than a general question on a website. Those rules change from time to time and what applied to one situation miight not apply to yours if the details are different.
