What are the certificate of occupancy requirements in Lodi, NJ?

Just purchased a 2 family home in Lodi, NJ and need to know the CO requirements. I plan on occupying both units with my family, but I don't think that matters. I went to the Lodi website, but there's absolutely nothing there but a form for $50. Not even instructions on where to submit it or a timeline as to how long it would take. I tried calling multiple times but no one decides to pick up all day.

Major 2 Family CO/Certificate of Compliance requirements in Lodi include the following:

Fire extinguishers in both kitchens with a 2A40BC rating or higher.
Smoke and CO detectors in each room and operational.
All rooms and upgrades to the house must have been approved by the city and permits issued at the time of construction.

If you go into the main office, they will give you a packet with all the information. There is a $50 fee for the CO and a $50 fee for the fire inspection.
