What are special assesment fees and how do they work? Are they paid throughout the loan every year?

In Temecula what areas are the highest? Looking in the Morgan hill, crown hill, red hawk and paseo del sol areas....

The taxes can vary even in a particular area. I wrote a blog on property taxes and it may help you understand how it works a little better. I realize that they should be a very important part of the decision. I hope it helps.

Ralph: If you go to the Riverside County Tax Assessor's website, all you have to do is type in the house number and Street name, and it will show you what the owner is paying in total property taxes, base and assessments, for that particular home. Here is the website: https://taxpayments.co.riverside.ca.us/Search.aspx

The amount you see here is based on the total assessment which you can see if you click on the "view tax info". This will give you the current assessment amount and also a breakdown of what the assessments are.

Please note that "assessed value" is the value of the property when it was purchased. In our current market the assessed values are lower, of course because current values have declined.

(The Riverside County Tax Assessors office is updating them as homes are purchased or if homeowners request a re-assessment, however, if a bill is created based on the previous amount and has not been re-assessed at a lower amount then a correction needs to be made and they will issue a refund.)

For your calculations, the base tax rate is approximately 1% of the what you will pay for the home, (Crown Hill is 1.035%). However, the assessments for that area will stay the same for each home in that particular CFD, Community Facilities District, because assessments are not based on a percentage of the property value, they are a "fixed amount".

Crown Hill includes Trash Pickup in the property tax payment so at least you will not have to pay for trash pickup.

Just remember that every subdivision is a little different because when a CFD is created it is unique for that subdivision.

Hi Ralph,

Special Assesments are added on top of the taxes. They are typically 15 - 25 year in range based on a community. There are quite a few communities that will come to the end of their assesment in the year 2011-2019. Newer ones in Red Hawk, Wolfcreek will last a bit longer. It all depends. Usually, if the homes are newer than 1995, expect some kind of special assesments.

We have a title company that gives you a complete report of taxes and special assessment for a particular home or neighborhood. You are welcome to contact me for a particular address if you do not have a agent and I will email you the detailed report and go over it in complete details.

Hi Ralph,

Special assessments are added to your tax base. They usually consist of school bonds, street bonds, lighting, parks, trash etc. In Temecula, the lowest tax rates are usually on older homes. Not all special assessments last forever. Some are paid off over time, for instance, there are areas of Redhawk who will have paid off their assessments by the year 2011. This will cause their taxes to go down.

Morgan Hill and Crown Hill are newer neighborhoods and you will usually find a higher tax rate in those neihborhoods. Redhawk and Paseo del Sol are usually not as high, however, the best way to find out is to have your agent check the tax rate before you see the house. A higher tax rate will affect your monthly payment which in turn will affect the loan amount that you qualify for. I make it a habit to look at the taxes before showing the property and I always discuss the tax rates with my clients thoroughly.
