What are property taxes based on? The last assessment or the last sale price on a home?

Taxes are based on the assessment. The assessor uses sales prices to compute the assessment...
not necessarily the last sale price on the home, but the sale prices of comparable properties.

Taxes are based on assessed value. If improvements are made to the home then the assessment will go up.
