You can request anything but you might find it will cost you more through the owner then if you adjust your offer by the cost of putting in the fence and installing one yourself.
Sellers can get a little "squirrely" when buyers start making demands that they view as unreasonable. It may be best to avoid this situation.

I agree with Chad that you need to have an agent to represent you in the negotiations. Also, it is very important to consult with your loan officer. The fence could possibly viewed as a seller concession and lenders have limits on how much the seller can contribute toward the sale.
Other than that anything is negotiable. I have had cars, boats, appliance, fences, and many other things included with the sale. Just make sure that your bases are covered so you don't hit any roadblocks later.
Ditto to what Chad said. You need an agent! It's absolutely crazy to enter into your largest financial transaction and turn down FREE representation. Also, how many homes a month do you negotiate using contracts? I have 9 under contract right now! My point is, there are actually some of us who are professionals and take this job seriously. We know what we are doing and when we write offers for clients we know what to ask for, how to ask for it and how to get it for our clients. It's our job to get you the best deal possible and avoid mistakes that in the long run could cost you more money. Do you have tools at your disposal to determine what you could possibly purchase that home for? Please, you don't owe me or anyone else anything, but you do owe it to yourself to hire the best agent and let him/her represent you. Call someone today before you make a big mistake. Just yesterday I sat with an "investor" who was talked into buying a property by a friend. They used the friend's agent. Today he's asking me to sell it. I can't sell it for $50,000 less than he paid for it and he no longer has that friend or agent. He got taken. Get an agent and get a good one who will put your interests first! You certainly can negotiate the fence into the deal if you are not already under contract. You need to make sure of what it is that you want before you start the negotiations.
A word of advise; If you are going at this without an agent you need to be very careful. An agent is there to represent your interests. Too many people think that they can get a better deal by not using an agent. This is not always true. The seller has already signed a contract with their listing agent to pay a certain amount in commission. The listing agent splits that commission with the buyers agent. If there is no buyer's agent then the listing agent collects all of it. The difference is that the seller is represented and the buyer is not.
