listing agent says we can not include those allowances in our offer price. Is that correct. I thought that as long as the total purchase price doesnt exceed the appraised amount by a VA apraiser that it would be okay? Any infromation would be helpfull.

If it is a bank owned (REO) property they are probably not going to accept an offer asking for cosmetic help.

FIRST ANSWER

Yes, you can include these items in your offer price. It would be up to the seller to reject your offer or make a counter offer that would not include those items.

If you are not being represented by a buyer agent, you really ought to consider getting one. In Arkansas there is no extra cost if the home is listed by a realtor, and real estate law stipulates that a buyer can have his/her own agent to represent their interests. The listing agent represents the seller.
