Few sold mostly because of Price Point not qulaity of HOA or construction in the area.
The Home owners have purchased the Golf course and the Clubhouse from the developer a step in the right direction.
Price point is chaning in Prescott our group had had a higher price point now than the last 2 quarters combined. Right now it is amazing what you can purchase in Hassayampa for the price.
Here are the homes and townhomes in Hassayampa Village Community http://www.paarmls.org/prs/maildoc/i001ri7771.html
Good Luck I know you will like it here in Prescott

Hassayampa continues to be a solid investment and a sought after neighborhood due its great location in the City of Prescott and its golf and clubhouse amenities. The reason few have sold is because this is an upscale area with homes averaging 600,000 and up with several closer to the million dollar mark...not a lot of buyers in these price ranges right now. Sales are down everywhere, don't read into it...pick what you like and you're sure to get a fabulous deal.

Generally Hassayampa's price range is $700,000 and up. With our current market homes in that price range have averaged 2 sales a month in our county. Hassayampa is a good sound investment and it holds its value. If there is anything else I could help you with please feel free to email me or visit my website.
