Should i buy a bad house without a garage in a good neighborhood or good house in a bad neighborhood with a garage?

You can alter and improve the house which is well within your control but not the location.
Building a garage can also be a possibility. Check with the town's department which has jurisdiction over this.

If the "bad house" is bad only because it needs some cosmetic work, that could easily be remedied with a little time and money. On the other hand, somethings you cannot fix. I would say pick the best location.

you can improve the house easier than you can improve the neighborhood.

Hmmm. So, you wouldn't want to leave your car outside in a good neighborhood, but you'd feel good about it in a garage in a bad neighborhood?
