Saw a house (new construction) in Shelbrooke Estates 3700sqft. Original asking price is 399995. Builder came
down to 360000. Is it at all possible for me to get this house for less 320000 - 340000

Shelbrooke Estates is a beautiful neighborhood...you can always make an offer. It doesn't mean they have to take it.
FIRST ANSWER
YES. New construction has much higher taxes - please consider an existing single family. See this list - there's loads of stuff out there at a very good value in that area. I know it well - a close friend and business partner lives there.
