Yes, Kelly is correct. Furthermore, if you are looking to build in the covenant, expect a minimum of 6 months to 1 year to get your plans through the Architectural Review Committee. After that, you have to apply for your grading and building permits.

That's a great question. Kelly is correct in that the fees are of the assessed value of the home and the fee is $0.14 per $100 of assessed value. A more practical way of looking at the Rancho Santa Fe Covenant HOA fees is that it comes out to $1,400 per $1,000,000 of assessed value per year. The RSF association looks at the assessed values every year. If a home owners property goes up or down in assessed value that year, the HOA fees should be adjusted accordingly.
The HOA fees collected by the RSF Association go towards maintaining and improving the amenities offered to RSF Covenant residents. A few of those amenities are 24 hour security patrol and giving members of the Covenant golf and tennis eligibility at the country club. It also help maintain over 50 miles of private walking and equestrian trails and pays for the administrative costs of the Rancho Santa Fe Association.
