If an unmarried couple is on the title and loan for a new home and one person qualifies for the first-time home buyer's tax credit and the other one does NOT, can the one person that qualifies for the credit still get it?

FIRST ANSWER

In the state of MO, if a couple is married and one owns property, the other automatically owns part of the property as well since we are a marital rights state, so neither would qualify, but if you aren't married and one owns property and the other doesn't, then the one that does not own property would qualify for the tax credit.
