What does it mean if buyer dose not get answer(signed) ) before the date from seller for the addendum (home inspection) that identfies fixes to be made.? Does it mean that seller does not want to sell the house to the buyer? What is next? Is it time for buyer to terminate?
Any thing the seller agrees to fix should be in writing and your agent should insist on it. I have seen verbal agreements that the seller refuses to pay for or fix because they say to show them in writing where they agreed to it. Official response is done on an addendum that seller signs and that you in turn sign. We as lenders want to see this addendum and they will require proof that the repairs have been completed before closing.

If a seller doesn't respond to the request in 5 days, it's a tacit statement that they aren't going to make the requested repairs. The buyer has a time frame to respond to the non responce or it's a tacit acceptance of the sellers non responce. Again, this is Delawre procedures,I urge you to take this up with your Realtor.
In my area, if the buyer makes a request for repairs during the inspection contingency and the seller does not reply within the time frame alloted in the contract, it automatically terminates on the last day of the contingency.
Carefully read your inspection and remedy contingencies. Everything should be spelled out in your contract.
The specifics vary from state to state, but in Delaware, the seller has 5 days to respond to a written request for repairs. Are you working with a Realtor. If you are, consult with them. Read your contract to see what it says about this.
