This news article is a year old. However, if the development proceeds, there will be a lot of new construction in Boulder County's little town of Erie, which has about 19,000 residents now. The 965-acre community would add 10,000 new residents.

Boulder is a slow growth city | ERIE has new and large housing developments
ERIE - In the planning stages for 14 years, the 968-acre Colliers Hill master-planned community that will bring 2,700 new homes to Erie during the next decade is finally under way.
Groundbreaking was scheduled in March when the Boulder County Business Report provided this information.
Originally known as Bridgewater and then Daybreak, Colliers Hill sits along the north side of Erie Parkway, running roughly from Weld County Road 3 to County Road 5 on the east side of town.
In addition to a wide mix of homes ranging from condominiums to 5,000-square-foot single-family homes, the neighborhood will feature 40 percent community open space, including more than 20 miles of trails, a 40-acre community park and multiple seven-acre neighborhood parks. There also will be three community amenity centers for residents that will have exercise rooms, meeting rooms, swimming pools and event spaces.
Builders Richmond American Homes and Shea Homes are both involved in the project.
The first phase of new homes will include 455 homes, ranging in price, Bellock said, from $275,000 to $675,000. As part of the redevelopment, County Road 3 will be revamped and renamed Colliers Boulevard from Erie Parkway north to Highway 52. The first phase of development will expand east and west from Colliers Boulevard.
A key aspect of Colliers Hill is the connectivity it provides. CDG also developed the Erie Commons neighborhood and commercial district that sits south of old town. Colliers Hill will provide pedestrian connectivity from both Erie Commons and old town all the way to Erie High School at the corner of County Road 5 and Erie Parkway.
Colliers Hill, which was delayed significantly by the recent recession, includes a site for a planned elementary school, but no commercial development of its own. Town officials, however, are expecting the neighborhood to have a major impact on future commercial development in town.
The Erie Highlands development just south of Colliers Hill is set to begin this year and bring 922 homes with it. Flatiron Meadows, an 875-unit development, is already underway on the west side of Erie.
Those developments will add to the 7,138 homes in the town currently. Erie, which has a population of 21,500, is expected to grow by 7,000 or more residents just through the addition of Colliers Hill.

There is considerable new construction going on in Boulder city now (or planned for the near future), but no really big developments like Steel Ranch in Louisville.
Nickel Flats offers some of the least expensive dwellings. These condos (which are not part of the Boulder Affordable Housing Program) north of Pearl St. and East of 30th start at $229,000 for a small one bedroom. Some of these units are now pre-selling with a 2015 completion date.
For those who qualify for the Boulder Affordable Housing Program, a number of unit at Kalmia38 in North Boulder are currently coming available under $200,000.
There are three units listed now in at 1944 Arapahoe. These are townhouses under 1,200 square feet that sell in the low-mid $500s.
Construction at Dakota Ridge in north Boulder has been going on for a very long time and came to a near standstill during the recession. Now Markel Builders is finishing up. We understand there is a $1.5 million home that will soon be offered. Six townhouses in the $650,000 range are going under construction now. Three are already sold. The last affordable housing building (condos) is also just recently started in this neighborhood.
Just south of Dakota Ridge, construction at a development dubbed 820 Lee Hill should soon begin. Ground-breaking is scheduled for this month. When finished, this development will include 31 houses in the $400,000 to $600,000 range.
There are still four homes listed in the Northfield Village/Northfield Commons area somewhat to the east in North Boulder. These range from $659,900 to $849,900.
There are at least nine luxury units in the redevelopment of the old Washington Elementary School grounds off Broadway in North Boulder. These are attached dwellings, in roughly the $1 million range.
There currently is $1,565,000 home available in the Granary, which is near Wonderland lake. Also, there are several new luxury homes offered on a one-off basis in various areas around Boulder.

You are correct that most of the available land within Boulder has already been built-out, which drives up prices in our area, despite the fact that the City of Boulder has had affordable housing policies and programs for almost 50 years. In fact, Boulder has been losing households that earn between $50,000 and $150,000 per year, and we've been and gaining households that earn $200,000 per year or more and $50,000 per year or less. Essentially, Boulder is pricing-out folks in the middle.
As others have indicated below, there are still a few new projects being built in Boulder, but there are many more being built in surrounding cities (which are generally more affordable that Boulder).
There is good news on this front!
L O N G M O N T -- Longs Peak and Main LLC, a company led by Longmont developer Cotton Burden, has plans to build a four-story, 115-unit building at the corner of Main Street and Longs Peak Avenue in downtown Longmont. The building would have first-floor retail space and provide renters the chance to live in a highly walkable downtown.
L A F A Y E T T E -- Milestone Development is continuing its activity to the north in Lafayette, with approval to build a 240-unit development named â€œPrasanaâ€ next to the 264-unit Prana development Milestone also built, partner Ken Kiken said.
Construction on Prasana, which is on U.S. Highway 287 north of the Good Samaritan Hospital, is expected to begin soon, Kiken said.
Both projects by Milestone are targeted for young professionals who commute to Boulder, Kiken said. Two other projects in Lafayette are going for the senior market.
L O U I S V I L L E -- RMCS has plans to build 228 apartments and 58 townhomes in Steel Ranch South, a 17.3-acre property northwest of the Colo. 42 and East South Boulder Road intersection. The project has received preliminary approval from Louisville and should get final approval from the Louisville City Council in July.
B O U L D E R -- Trammel Crow Residential Co., a Dallas-based builder and operator of multifamily residential projects, has submitted plans with the city to build a 232-unit project on an 8.6-acre site in Gunbarrel.
Developers have submitted a concept plan for the project, called The Alexan at Gunbarrel Flats. The Alexan is a brand owned by Trammel Crow.
The project proposed near Erie is a ways off, and may not resemble what is on paper, but it does represent the preservation sentiment that is operating in Boulder County.

It sounds like you are looking specifically for a new home (or newer home?) There are some current listings and I would expect to see more during the first quarter of 2012. The market is depleted this time of year.
I'm not sure exactly what your price range is but we do have an affordable homes program here in Boulder, which might be an option for you. There are restrictions, but the restrictions are not extreme. There also are some newer homes in Gunbarrel that are considerably less expensive by Boulder standards. In particular, these homes will be very a short drive if you will work at the NCAR and UCAR offices in north Boulder. As a sampling, I've pulled together affordable homes in Boulder's program. I have assumed you want a detached home. This group also includes one home from a newer neighborhood in Gunbarrel. There are others in this neighborhood. Please click the link below. There also are some subdivisions where builders will move forward with a new home when they have a solid buyer. And there are some nearby Boulder communities where construction is going on, but prices are more moderate. It might seem there are no new homes being built in Boulder. Boulder allows for only a limited number of residential building permits to be issued annually. Louisville is pursuing the same policy. I know there is active construction that addresses a wide range of housing needs in north Boulder.
If you are cost conscious, you probably want to look at Longmont. There is new building going on. I know the city of Longmont very well having lived here and worked in the construction industry for many years.

We could talk about your exact criteria - why new? how new? do you want single family or will 'attached' be o.k.? Can you go a little further out of central Boulder for more "affordable" homes? Affordable is relative so I would need to know your budget. Please call and compare me with any other agents in the area. :)
Northfield Village is a great new construction development. The lots are a bit small, but they are nice homes. I thought I would create a list of all the new construction homes in Boulder. Hope it is helpful.

There are some exceptions. I'd be happy to create a web page for you and post what's currently out there and what's sold in the past couple of years to give you a sense of options. In Boulder itself, you are never going to see an new, affordable development of new single family homes. If a develop finds a way to build a significant new development, prices are going to be high.
The exception would be within some of the programs for low/moderate income buyers, but these properties are restricted with respect to future appreciation. You get the risk without the upside of buying. Not smart for most buyers.
There are actually a lot of new homes being built in Boulder. Obviously, since there are no large tracts of build-able land within the city limits, there are no "big" subdivisions. This is also what many residents find appealing.
New construction in Boulder will start at around $600,000 for a single family home and $250,000 for a condo/townhome. The starting point is on the higher side because of all the regulations and price of land - 15 minutes away, new construction is half the cost (for more house).
To answer your question:
If your looking for a new home for $300,00-$500,000 in Boulder, this will never happen and you are wise to start looking in the neighboring communities.
If you would consider paying $600,000-$900,000 for a house on a small lot which is new, there are opportunities currently. Dakota Ridge, Northfield commons, and Northfield Village come to mind.
