NHD reports for a windemere home indicates that it has high liquefaction potential. Is it specific to a home? or applicable to the complete windemere

Liquefation is a soils condition and generally the term is related to general areas.. As a buyer you have the right to perform further inspections and an licensed soils engineer will have good information and maps if any are available for that location.

Is there a public contra costa map that can be used to identify a particular parcel's liquefaction potential?

I do not believe the NHD is property specific but not 100% sure. You can contact the NHD company with any questions you have regarding the report.
