My wife and I are looking for homes in the Cibolo/Schertz/New Braunfels areas without HOAs and have not had
much luck (Only found a handful). Any advice on what to do? Where to look?

How have you been searching? I would trying call the Property Managment companies for the homes that have the HOAs and ask them your question. They may know.

I don't even ask for a name unless they want to offer it. I know people value confidentiality.
