Most townships have zoning ordinances for minumum setbacks (both one side and total side yard setbacks) from property lines as well as the amount of impervious coverage allowed on a specific lot size. If he added a garage without permits that could be a major no-no.
You can still contact the township zoning department to have them come out and check to see if he needs to get permits / variances for the set back, remove the violations or get fined but it's really the sellers responsibility to obtain permits, or proof of them, when they sell a home.
