You can commute from Loudoun by commuter bus: http://www.commuterpage.com/schedules/route.cfm?op=9
If your husband works near Union Station in DC you could live North of Leesburg or near Lovettsville and get the MARC train in Point of Rocks. Eastern Loudoun has more developments and newer homes. Western Loudoun has some smalll towns like Waterford, Hillsboro, Lincoln and Aldie that still have small elementary schools. Eastern Leesburg is like Eastern Loudoun. But the western side of Leesburg and the town of Purcellville have charming older downtown areas and neighborhoods.

Is he going to drive or take commuter bus/metro....if he does not mind extra commute time you can consider Potomac Falls, Asburn area in Loudoun County. In Fairfax you can consider Herndon, Reston and Fairfax all of them have parking garage.

For schools both the county school district have their strength depending on what you are looking for a school to provide.

As a general rule both Loudoun and Fairfax County Schools are great. You really can't go wrong. Probably get a little more for your money in Loudoun but commute will be a tougher for husband. Loudoun housing stock, generally speaking, is newer, more contemporary choices. Fairfax neighborhoods more established and generally offer better commutes. Transit options much better in Fairfax.
