Thank you everyone who responded and gave us guidance in this situation. You are correct in that she is not a licensed realtor, manufactured housing is under the state of housing. I've contacted them now for further instructions. We relied on her to write up the offer and present it to the buyer; she did not. When we called to find out what was going on she told us that the unit was no longer available. Later we found out that is because she bought it; never having represented us at all in the process. Her voice mail even indicates that she did not put this offer in writing. I found out from the state Ombudsman that this is a civil matter and they referred me to legal aid. Additionally, I did contact the owner/broker; he simply said there was nothing he could do at this point. He admitted to a few things about this person, which I will leave off here since one of you indicated I need to be more careful about names and other specifics. This resource was a great assistance to us and we thank you all.

Wow! save all her msg. that she left you and keep the email's to show the papertrail just in case this goes to a law suit. The more you can document the better.
Which leads me to my question........
My question is why didn't you put it in writing in the first place (meet with the realtor and sign the contract with copy of deposit check and proof of funds, etc.....) ?
Send a letter to her broker , he/she may or may not do anything, but if they have received previous complaints maybe the will fire her and let her go (Broker's do not want an unethical agent working for them, that's a huge liability)
The person you're accusing of harassing you is probably not a Realtor, but a salesperson licensed by the State of California HCD. Their website is http://www.hcd.ca.gov. The website has a Mobilehome Ombudsman department that could assist you or you can call them at (800) 952-5275.
Real estate agents can only sell used manufactured homes, salespersons can sell new and used manufactured homes.
Your allegations are serious, especially if you had a written purchase agreement with Blue Carpet Homes and an earnest check payable to an escrow company and a receipt, therefore I would be interested to know the outcome. It's difficult to comment on your recourse until all the facts are determined and the Ombudsman will assist you.
Regardless, now is the time to buy, so don't get discouraged, there are many more opportunities in today's market, especially for cash buyers. Call me or choose from hundreds of qualified professionals.

I'm only going to echo the advice below and suggest you talk with a Real Estate Attorney..one of the remedies to this can be the unraveling of the sale....if you still want the house, so I would move quickly. One other bit of advice....I would be careful about putting names on the internet....it could complicate things....I'm sure your attorney is going to say the same thing.

Please contact a real estate attorney regarding this "agents" conduct. The "agent" has a serious problem.
I suggest you contact a Real Estate attorney. Alternatively you can contact the Pacific West Association of Realtors to file an ethics complain
. Check on the California Department of Real Estate website under Licensee Check to see if this is the board she belongs to, there may also be links on this site to file a complaint.
