Its a buyer's market in Edinburg, Tx, so who pays for what when purchasing a house?

In any market, the costs are negotiated between buyer and seller. Obviously, there is both an art to negotiation, and certain market conditions play a substantial role. In "buyer's" markets, there is more pressure on the seller to pay more in terms of costs, and vice-versa in a "seller's" market.

Your Realtor needs to assist with all these questions. It depends on how the sales offer is structured what you lender will allow .
