It looks like that property went to pending sale on March 3rd. The lockbox will remain in place unitl the property closes due to inspections and the possibility of the deal falling through.
I believe you asked a question a few days agoa regarding a short sale. It may be worth seeing the property and keeping it in mind in the event the agentfor the seller is taking back-up offers.

The FHA qualification says that you are qualified to put donw a certain amount, generally 3.5%. If the home is not in good enough shape to qualify there are some proegrams as mentioned below that will allow you to borrow to fix up the property to acceptable standards.
The problem is that many of these lower priced properties go to cash buyers and you do not have a chance to compete because the selelrs will go with a cash buyer even if the offer is a bit lower than asking price.
