I can imagine your frustration with this process.
I assume this was a property that was listed in the MLS because you have a buyer's agent involved. That also means there is a listing agent representing HUD in the sale of this property. The best course of action is to have your agent and attorney go through that listing agent to get the bills paid by HUD so you can close on the property. I don't think that trying to contact HUD directly is going to get you any further.
I have sold a number of HUD properties over the last couple of years. I have found that it can usually take a week or more to get additional expenditures approved by HUD or any other bank for that matter. I would recommend that you have your agent and attorney continue to follow up with the listing agent and the selling attorney that is representing HUD. I think they will have the best chance getting these additional expenditures approved so you can continue to move forward.
