If you are interested in Oxnard, which I see you note as your current location, you cant do better than Barry for assistance. He is a very good Realtor for Oxnard.

I agree with Ted, Rosie......

Moreover, the lender who worked so hard with you to get this very precious pre-approval letter is the lender you want to be loyal to. That is the loan officer who has been in your corner from the start. When it comes to loan officers and Realtors, loyalty goes a long way. Unless these people stop working in your best interests, it's best not to get involved with those who don't think twice about trying to take away your business.

Most city offered buyer assistance programs in the State of California were wiped out by the Governor in June/July of last year. These programs were funded by redevelopment money which was tied to Sacramento returning property tax money to the local municipalities which is a long story on it's own. What it boils down to, is that a court decision (Dec 2011) by the California Supreme Court, upheld Governor Brown's dissolution of the redevelopment agencies, so the 1st time buyer assistance program in Simi Valley is gone and If Oxnard was using redevelopment money for that program, then it is gone as well. You should call the City of Oxnard and check on the status of the program.

The Simi program was good, but I think buyers need to undersand that there are strings attached in these programs. It's not a free money give away, typically you have to live in the property a long time before you see real benefit and if that housing now counts for the city's quota of affordable housing units, then you may be restricted in your ability in who you can sell your property to in the future.

Sometimes it is a real education process to help the seller understand why offers with city assistance is okay and sometimes agents need the same education as well. Escrow times are longer and the city comes in and will inspect, check permits, possibly issue a list of corrections and this can make a seller hesitant.

Rosie - I love this program and I have to say that while your Realtor doesn't necessarily have to be experienced with this program it certainly helps if they are. I assure you, as an MLO who specializes in working with borrowers using dpa programs, the best Realtors I have worked with were ones who had actual experience closing these types of escrows.

Please understand, Rosie, that you aren't stuck buying through one of these programs that may affect your ability to sell at market pricing in the future. Nor do you have to buy through these city programs if you don't want to. These programs are very good, and you should explore them; however, with prices this low, and sellers willing to pay closing costs in many cases, you have the ability to shop anywhere you like within your price range. The silent second down payment assistance programs have a lot to offer if you plan to stay put for a while.

You also have the option of purchasing a home under the affordable housing program which limits the price of the home for resale (of course income restrictions apply). Let me know if you would like to know which homes and condos qualify.

YES, of course.... The City of Oxnard Affordable Housing & Rehabilitation Division has an assistance program for the purchase of a home that meets HUD conventional guidelines. The loan provides a 3 to 1 match of the homebuyer’s contribution.
The loan is what we call a “silent second”, which means you make no payments on the loan. However, if you sell or refinance the property before the end of the term of the loan, you will need to pay back the loan (plus interest). The term of the loan is determined by the amount of the loan.
The program is available to those who have not owned a home in the last three years. All applicants must be current residents of Oxnard and legal residents of the U.S. Program eligibility will be based on total household income. Housing costs include principal and interest, property taxes and insurance, private mortgage insurance and homeowner association dues, if any.
Buyers must occupy the unit as their primary residence. Buyers must attend a home buying workshop and they must open escrow within 90 days. Lastly, the property will be inspected by city inspectors and the property must meet minimum building code standards.
