Is there any public or sponsored transportation, from inside Rossmoor to (say) BART?
Or from outlying Rossmoor residences to the centralized Rossmoor community venues?

There is also Route 1 operated by CoCo County. Route 1 goes to BART but it has limited service in Rossmoor (only 1 or 2 stops) and only runs once per hour.

FIRST ANSWER
There are four separate, FREE, bus lines that operate in Rossmoor and to Walnut Creek. My understanding is that BART is not a schedulede stop but a driver might have the discretion to make it. Otherwise, it's a few blocks walk from where the bus stops to the BART station.
