The two areas that have utilities that are maybes are Stallion Springs and Golden Hills. Stallion Springs has one service district with its rules, but Golden Hills has about 20 seperate areas. And of course regular in the city lots. But I don't have details of the mobile restrictions , you know the usual ones of roof pitch and eve length to prevent mobiles from being put on.
Probably any place that has water will be using the usual two house rules: one would be the main house and the second would be the " granny" flat that would have to be less than half the size of the main house.
I don't know how familar you are with the area, but Tehachapi would be stricter than California City, Plamdale, Lancaster and Mojave in their rural areas. But then you may not have utilities.
Water is a big deal there because the usual 400-500 foot well is about $30K
