Is ther any way to know that the listing agent actually delivered an offer to the seller?

There really isn't unless you get a response. The agent is ethically and legally required to do so. If you suspect he/she is not, then your only recourse is to call the broker and tell them about it. They should correct this.

technically you could request to be present during the presentation of your offer. Not always the 1st choice for everyone involved or may not make sense geographically.
Hopefully you are working with professional Realtors that abide by ethics. Good luck...

Ask your agent to ask the seller to reply by initially the contract somewhere
on the contract that the offer had been rejected.
