As Realtor's we can't comment on if a neighborhood is safe or not. I can email you a tool called a Buyer's Advisory that will explain how to pull up information on crime reports and additional information about an area.

When it comes to any safety/crime related issues, it's always best to contact the local police department with all your questions, hear all there is to hear firsthand. If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. Real estate professionals are prohibited from steering, enticing a buyer to purchase/rent, or not, in specific neighborhoods.

Legally, Realtors aren't really allowed to comment on this. I grew up on the N. Side of north mountain and I live there now. It's an area known as Moon Valley. The S side of the mountain is known as Sunnyslope. If you'd like to chat about the area, please call me.

Yes, there are some neighborhoods along the mountain area that seem older and less safe. For the most part, homebuyers are so happy to live in these mountain view areas that they buy the "view properties" and determine to be a part of the upgrade and improvement.

That's a subjective question. Some people will say its safe and some won't. Call the Phoenix police department or visit AZCentral.com's crime stats site. Is also talk to the neighbors in the area you are thinking about.
