Is the Decatur (outside city limits) real estate market turning around for the better? Specifically the 30034

Snapfinger area. I see the bump in home sales around the area, does it pertain to this area as well? Looking to buy some homes for investment/rental purposes, for the house/square footage etc, the houses seem to be undervalued. Is this a trend or a more permanent downward trend?
