You would have to explain what you mean by Rebate?

Is the City if Surprise giving back money for buying a foreclosure? - No

Are there government programs that can help with the purchase of a foreclosure in Surprise? - Maybe

The best incentive for buying now (on top of the ridiculously low prices and the at or below record low interest rates) is the $8k tax credit and now the FHA may be allowing you to use that towards a down payment so you may be able to buy again with $0 Down!

Although not called a rebate it is a phenomenal opportunity to buy a great property with $0 or very little down.
