I am in agreement with Steve. As far as I know, you can get a copy from the county. The city planner may have a copy, but city requirements vary greatly from city to city.

Hi Pamunozzz, it is my understanding that under CA's Public Records Act CC&Rs are a matter of public record at the county recorder’s office.
