Is it true that a new law went into effect as of January 1, 2013 that requires the home seller to REPLACE an existing roof BEFORE a sale.?

Generally concur with the "not true" sentiment, although it's always possible that there is something behind what you've heard in one or more local juridictioins...e.g. Arvada or Westminster or Lakewood. Next year, for example, anyone with a wood roof in the city of Boulder will be reqired to replace it whether they are selling or not...so there could be some specific issue in one of the towns near you like this.

And a general point: Most regulations like this are local, so the notion that a RE agent from California would have the faintest clue as to what is going on in the areas around Arvada Colorado is...well...unlikely.

There is no law that I am aware of in Colorado that states that. Now if the roof is in bad shape and there is a va or FHA loan the seller will probably be required by the buyers lender to be replaced before they will approve a loan. Also, the buyers insurance company is not going to insure a bad roof.

Nope, not true, although in many cases a lender will not make a loan on a home that has a bad roof. there is no law though that I'm aware of.
