Is it possible for someone to get a mortgage with an outstanding lien or judgement? Like, could the bank add the outstanding amount into the loan
amount and pay it off at closing? If so, then what bank(s) will do this?

Most banks like to see the judgment paid off at least 12 months prior to a loan application.
