Wellington View is a nice community by Toll Brothers, but like most of the new developments got hit pretty hard by foreclosures and buyers who backed out of pre-construction contracts.
As a Realtor who specialized in New Communities from 2004-2007, I would only recommend a community that has the Common Amenities built. In the case of Wellington View, all the homes have a private pool, so it's not as much of a concern.
The concerns come in with the cost vacant lots have on the association. The builder is subsidizing the association, but in the event the developer goes under, the association will have to pick up the loss, and it will be years before all the remaining lots are sold and developed.
If the home you are purchasing is not in the way of construction, it's probably a good deal. If you are going to be surrounded by vacant lots, you will have to deal with noise, dust, and flat tires from construction.
On another note. Remember, the developer cannot replace the home you are purchasing at the price you are likely paying, so anything new will cost more, thereby increasing your value over time.
This is only my opinion, and you may get different views from others.
