Is a SOUTHCOM commute of less than 35 mins and waterfront ocean access (not necessarily oceanfront) possible?

I desire both, but I’m unfamiliar with Miami’s commuter traffic. In regards to the ocean access, I’d like to dock a boat in my backyard and drive it down rivers/commuter waterways enroute to the ocean if possible.
