I agree with the answer below. However, you will want to keep in mind that the seller does not have to sell to you. If you offer too low (I'm not talking about a reasonable offer) and you insult the seller, they can walk away. I tell you this to save you the heartache that one of my clients had prior to working with me. They were under the impression that they could always come back and as long as they offered full price that the seller had to accept. I don't mean to insult anyone's intelligence here, but it happened and I don't want to see it happen again to an unsuspecting buyer. Be sure when you make a "low" offer, that it is within reason unless, of course, you are prepared to walk away.

When making an offer there are different things that can influence the price you submit. How much you like the home, what are the sold and current comps, what other contingencies are there (home sale being one), etc. I think you have to look at it on a case by case basis to determine what price you are going to offer. This is where working with a Realtor that you have a Buyer Agency with can be very helpful.
