A reasonable offer would be one that is comparable to other sold similar properties in the area. Take those sales figures into consideration with what you are willing to pay for that specific property in light of knowing the sales comps. If you don't know what you're willing to pay for the lot even knowing comps, then you need to spend more time figuring out what you want and what you're willing to pay for it. And at least get a real estate attorney to help you with contracts.
