If a home drops significantly in price, does the seller expect to receive the reduced asking price or do buyers still have some room for negotiation?

My strong suggestion is to always negotiate. This is a buyer's market right now so take advantage of it.

Yes, a buyer can still negotiate as long as the seller is willing to negotiate. Some times the seller has reduced their home to the point of where they cannot go any lower.

FIRST ANSWER

The seller can ask any price he wishes; the buyer can offer any they wish.
To get the home sold, both parties will need to be reasonable.
