Did you ever get a chance to make your offer? Builders are usually not as negtiable as a private home seller but you never know.
Sometimes builders will list a home prior to it's completion but rarely do we get offers before it is finished.

Always make offers!!
Always make an offer what works for you not the seller!. (It does no good to put yourself in a homeless shelter by bankrupting yourself on a too high of price) The very worst is that they would say is no. Then is a great time to start a conversation with that builder and find out what he needs. Maybe you two can negotiate a deal right then by them working with you in a way that is good for you. It happens everyday.

The ball is in your court, the house has not sold at the price he wants to get. Chances are very good that the house will still be there unsold in a few weeks. Give him the same price or slightly more/ or less to let him know you are still interested, do this until the house is sold. And by all means make sure you give them your phone number, email address or anything else for them to get in contact with you.

In the housing market motivation to sell can and alot of times does change daily. You never know but one thing for sure; You will never know by not making offers.

It would be worth making the offer. If it is too low they will let you know. Do you have a real estate agent to help you with negotiations? You should. It is very helpful.
