It's impossible to give any accurate advice as to what is "the right" number to offer on this or any particular house. It's important to know how long it's been on the market, what the comps say (active, under contract and sold), what the sellers' motivation is (not relevant to market value, but relevant to sellers' motivation) ...

Based on the information you've provided, I think I know which house you're looking at - this is an active neighborhood and homes that are priced well are in fact selling.
